It's a custom icon for Power Word: Shield. I had a hard time seeing the CD on the default icon because it's grey, this one has a better contrast to the desaturated effect I use for showing when something is on CD.

Is the WA that looks to be controlling when personal CDs are shown on the raidframes (from MRT, I imagine) based on a debuff being applied something that you would be willing to share?
