Just watched it, and yes, the rank in Combat is almost the sole determinant. However, if they have a skill like tough guy or prosthetic first aid, that can also reduce damage reduction. Good test vid, bro

I have a question to ask when you enter some FOBs they give you 21 minutes sometimes 17 minutes but sometimes just straight 10 minutes how this work ? I see some very well guarded FOBs have 17 minutes and some small FOBS 10 minutes

It's all dependent on their security level. Once you hit level 99 (or maybe 93, can't remember) there will be a 10-minute blockade. Anything less than that will be 18 min and so on
