Yeah after Part 2 starts you’re locked out for a lil while until you play a few of the story mode quests then it will in unlock along with mostly every other city.

The tricky part is the enemy' behaviour once you attempt to distract them with a rock or a can. So far, I've had lots of trouble getting them to "cooperate" as the AI tends to go berserk a lot and I'm never quite sure whether I managed to pull it off or not. However, it's a bit clearer now that I know I have to be more patient, even though I have been quite patient waiting for them to actually stare at it and look or walk away. Also, playing on Infamous difficulty setting does not help either; if anything, it makes the task 100x harder. Having to sneak up on/get as close as 10ft from an enemy while completely hidden and executing the throw successfully is really insane sometimes. Thanks for the video! Hopefully I'll get it done quickly.

I had the same problem just go to forgot password then passkey it should disable 2sv then sign in with it and make a password from the security screen i hope it works for u as it did for me

If you want a hit kill method, just activate the power along with a good stick, I defeated them in 1 minute with that.
