I don't know if there are people who haven't figured this out, but if you save that guy that's in the middle of the electric field. He'll reward you with the rat king artifact after you get him to safety, so best to save before you try leading him out, just in case he ends up dying. You can find it in one of the artifact farming areas but he guarantees you'll get it without needing to farm for it. Especially if you do those artifact missions for the bar tenders. Since on of them will want one.
