In ds 2 sotfs i could not for the life of me get to do that not once...he wouldnt stay still, would follow then even break them

This is sotfs. Only way to stagger him is to parry (that I've found). Keeps him in place a few seconds.

If you parry closer to the ballista you can reload and shoot him again before he moves and basically "one shot" him.

I never used parry in DS2 it's scary ds1 parry was easier.
