Julian is his friend and mad that his friend is going through something as dumb as a SA case. Because every second that Rex is deemed as a “suspect” is another day you “fans” believe a lie that he was ever guilty. Julian knows Rex’s integrity and innocence and character as a friend so of course you’d be mad for your friend if he was going through a case that a whole crowd believes or might believe is true. The whole thing is about his case
