I hope the town manager and the architect K.B.A. will share the details supporting the "Preliminary Level Opinion of Probable Cost" summary sheet in future discussions. Residents should be made aware of the programs that might be contained in the building. Also, what workspace is needed for each position? The floor and site plans would help the residents understand what is contained within the new station. There is little time for discourse since the warrant for funding will be at the next town meeting in six weeks on May 13, 2024.

1)I would have hoped by now that the Ways and Means committee would have prepared a projection over the next five years that includes all three projects (Police, Fox Hill, and high school), especially with a May town meeting coming up in a few weeks. The scenarios they presented left out the High School. 2)I appreciate the point that taxes to the residents and business will be staggered (again, leaving out the high school); however, I don't hear any questions about the appropriateness of the costs of each project. It is constantly stated that the Police building is 45 million and the school's net is 62 million. Could you let me know who assures us what we are building and what is needed versus what the project client asks? It is usual for the client to ask for everything they want if there is no budget. Whose job or responsibility is it to know this is occurring and challenge the client's numbers to derive what is needed? Finding ways to pay for a project should come after tightening the costs to what is required. This reduces the impact on the residents and business owners in real dollars.

One main topic of the meeting was protecting the current excess levy capacity, in other words, preventing the possibility of having the residents vote on an override. It was stated that overrides have occurred in over 300 communities (85% of Massachusetts total) with only a 41% success rate. A method of not having an override vote is to fund the projects through a Debt Exclusion (override or debt exclusion raises residential taxes). The Budget Scenarios reviewed supported the position that Debt Exclusion would save the excess capacity for over 12 years. However, one potential project that should have been included in that analysis was the Burlington High School project. At the tail end of the meeting, the Board Chairman said the excess capacity would be zero in a year and, therefore, a Debt Exclusion was the only option. Included in the scenarios is a New Growth Rate of 1.94% to 1.5%. The current state of affairs with increasing office vacancies does not support this growth. Besides fewer buildings, the owners of the buildings may start to ask that town for tax relief. The committee's conclusion, which it accepted as a recommendation, was to proceed with the Police Station funding approval at the town meeting on May 13, 2024. The reason given was rising construction costs and momentum. I am concerned about the word momentum. Each of these two projects must be asked the question, are we building as to what we want or what we need. However, I have yet to hear that question asked in either the project itself or by any official body in Burlington. This is not a question of whether we should do the project, which I agree we should, or whether it is better to fund through debt exclusion or overrides; debt Exclusion appears to be the best option, but rather, are we building what we want or what we need. Millions of dollars could be saved in the taxes that residents were be required to pay over the life of these projects.

I would suggest that an analysis be done comparing Leomister’s 30,000 square feet new police station to the 36,000 plus 2000 for Burlington. Each town has the same compliment of police officers.

I read the article today in BNEWS regarding the water tax increase. I followed up by watching the town video of the meeting. When the explanation was given that vacant office buildings were a cause of the increase (1), I went further into the impact that commercial vacancies are having in Boston (2). After reading this published work, I understand that the increased water rate may be the harbinger of a much more severe financial storm approaching Burlington. Where Boston has 33% of their tax revenue from commercial properties, Burlington has 62%. Tax revenue as a percent of total revenue for Boston is 75%, and Burlington is 83%. The report estimates that Boston will lose 10% of their commercial tax revenues over the next five years. If Burlington were to lose 10%, the town's commercial tax revenue would decrease by 8 million a year. (3) With major projects on the table, such as a new police station, a new elementary school, and a high school, and if the above assumptions are correct, the town will be in the throes of a financial tsunami. If I have it right from BCAT's report, the preliminary overlay for MBTA will include Heritage at Stonebridge (180 units), Beacon Woods (26), Westgate (20), Tremont apartments (180), Huntington (117) and Lifetime Living (167). This totals 690 already built units. Beacon Apartments (420) was removed according to BCAT. Burlington was assigned 1023 by the State.

As stated at this meeting, the two options for holding a town resident vote for the New Police Station and /or on Fox Hil are either 9/3/2024 (State Primary) or 11/5/2024 (Presidential). There will be other options on the table as the process moves forward. If these options discussed at the meeting were to be selected, the schedule could be approved at the town meeting for funding the project on May 13, 2024, for the Police Station. This assumes that town meeting approval is first in the process. The selection of which comes first is optional. However, it does have relevancy as to what is in the best interest of the residents and the town government. If the town meeting were to approve the funding of the Police Station, residents could vote on 9/3/2024 or 11/5/2024 as referenced in the above meeting. For example, the Police Station could be voted on by the residents (the vote would be to approve Debt Exclusion as the means to fund the project) on 9/3/2024. If Fox-Hill were to get approval for funding at the town meeting on 9/23/2024, the resident vote could occur on 11/5/2024. This is just one of many scenarios that will be explored by Committees and elected officials over the next few months. If I have it wrong, please correct me or provide one of the possible scenarios.

When the Ways and Means representative spoke at this meeting about the significant projects and the importance of the Burlington tax base, he was warning us that if the new police station, the new elementary school, and the new high school are rolled out, the potential exists that in three years (assuming all are passed over this time frame) the town would have issued close to 300 million in bonds to support these projects (my projection). This is after the schools receive their MSBA monies. This is no time to lose tax revenue that impacts the broader community. I hope Herb Chambers finds a way to appeal this decision of 35 town meeting members.

As stated by a Planning Board member, the Planning Board was not invited to participate in the process until this meeting. The planning board brought up this same complaint on the project to build a new police station. There appears to be a breakdown within our government's internal working relationships. What remains in question for both projects is the impact and timing (if both are approved for funding) in 2024 on the taxpayer. A 10% or more increase in resident taxes could face the community in 2024-2025. This is after the corporate base pays its share of the tax.

@@bcatgovernmentyoutubechann2913 I think these problems can be solved with some group process. You have to encourage and foster communication between the two sides. It's an easy fix so long as both sides can openly share their opinions and feelings on the matter and so long as people want a resolution. Most people are fair and agreeable in the end. My fear is that this will not happen though. Then you will have a real problem on your hands. It's unfortunate that more voices couldn't be heard in this meeting. I think the parents that don't want LGBT are scared to speak out. My other fear is that the LGBT side would not willing to dialogue. I guess you have to try. but for some reason there might not be room for that.

3 minutes to discuss everything, no one looked into the actual science between the FDA "approved" vaccine and trial vaccine, a bunch of tax payer nobodys just voted 5-0 on mandating this crap and they wonder why we refer to them as Nazi Germany. This America, no one is actually dying of being non-vaccinated - literally cannot find one person. But you know what i can find?
