Can I use a 3 oz sinker on a medium/heavy rod, that’s rate up to 1 1/4 oz lure.

You can, just don't cast too hard, you'll snap the rod. In most cases a 2oz is plenty, a lot of times even a 1oz. Also consider some 1oz spider weights

Yea it probably could the problem is you hook a big one then eh can take you under the pier, that’s why I pick a 6k just in case
