It doesn't mean someone is actively a cruel person. But he is definitely not a live and let live classical liberal. A term which has a meaning now that isn't representative of what it was. There was a split into the prioritization of economically liberal and socially liberal. The type that call themselves classically liberal are just conservative, otherwise they would just use the term libertarian.
