First of all, あるく is an action, so you can’t use the particle に. You can say 〜をあるく or 〜であるく depending on the context. For 〜をあるく, you use it when the place before をあるく is just a path. In this question, きのう いぬと いっしょに こうえん( )あるきました, the subject walks with his/her dog inside the park, so the park is just a path. Therefore, the particle を is the most appropriate one here.
