Down low it feels a bit sluggish. It feels a bit like surging at very low revs. Once you rev it it feels faster. I need to remap but i havent done it yet

You need a T31 (not T3) exhaust housing for GT28 series turbine wheel. It comes with a V band outled or the 4bolt one which i used to have in my GT28RS as seen in the vid.
