The other motorist did not turn on signal light because that lane is dedicated to right turn. OTOH, it is important for the Honda to turn on the right signal because that lane offers left/right turn options. In this way, he alerts other motorists he is turning right so that no nitwit motorist would left turn on his right which could lead to an accident -- and that is precisely what that delivery rider did. My guess is that the delivery rider assumed (wrongly) that lane was an exclusively turn left lane, and wanted to use the right lane right after turning left.
