It's called Pre-Code, meaning drug use and drug references were OK, particularly for a parody. By the early sound era 1930 or so the Code was in force and all you see here was forbidden. In fact the sign on the girl inflating the floats "Fish Blower" would have been out too, because of the raunchy double-meaning. In real life Doug Fairbanks Sr., was a fitness fanatic and didn't use drugs notwithstanding some false comments posted below. See all of his swashbuckling films from the 1920's where he did all of most of his amazing stunts. A guy in great physical condition.
