Никак нельзя, если например в России, Иране, Китае и т д, многие ресурсы блокируются, т е интернет хоть и цензурируется, но работает по принципу "доступно все кроме того что запрещено". То в КНДР наоборот, доступ есть только к строго разрешенным государством сайтам (запрещено все кроме того что разрешено), и естественно никакой впн через них установить не выйдет. Более того там физически сеть отделена от "большого" интернета и нет линий ведущих как-либо вне этой сети.
