What I've always wondered but don't know and this video does not answer, is what drives the cutter? Is it pyrotechnic?

Yes, its a pyro operated gas generator that propels the cutter.

How easy is it to cut away when under tension?

This configuration is not designed to be cutaway in an emergency. Although you can reach up and disconnect the camera w/ CROSS we do not recommend that as an EP in case you have trouble finding the pull tab. Instead, we suggest having a cutaway on your helmet or another plan.
