If you wanna try a good mutton rice near bir then you must visit sherabling monastery you can find the shop just near the gate of monastery, they serve some really good mutton rice with their special chutney.

@AMRITSHARAN the shop where you tried the chicken rice just on adjacent theres one dhaba and they serve traditional dham ( food served on auspicious occasions), so whenever you vist next time grab some time and visit there you'll love it
