I worked at a VW dealership (body shop) in the 80s-90s. As far as I remember they were for the 73s. Possibly the late 72s. I had a NOS one with the mounting plates that I sold to a guy in Taiwan years ago. I’ve only seen a few cars with them as most probably got removed and left off after someone had to change the bumper.

Traffic is the big concern when evacuating, you'll run out of gas/battery before you can make it to the next station because you're in a gridlock so pretty much the same boat but debatably worse for EV's since charge stations aren't as plentiful as gas stations.
