When the rocket is launched it is in the Earth's shadow, but when you see the "jellyfish" is when the rocket crosses into the sunlight. The exhaust gasses are suddenly lit up, and expand even more rapidly than at the surface because of the low pressure at high altitude.

This is what happens when rocket is launching in early morning or late evening basicly since the rocket is so high sunlight is reflecting off the rocket exhaust.

Also it looks like water because in a way, it's like water, in the sense that both air and water are fluids, it's just one has more energy in its particles due to being gaseous.

Those are planes on approach to LAX, not "ships". Flown that route plenty of times and immediately recognize it. The rocket launched right after sunset so when it got high enough, the sun was able to light up its exhaust again, making it glow blue. Also the air pressure is so low up there that the exhaust expands really quickly when the second stage lights, making a massive cloud that spreads quickly.
