I like to imagine that there was a concerted effort for human cloning, but all clones always came out as brain-damaged an unable to function. The only one who managed to function (after a fashion) were Ralph clones, so now they make the best out of a bad situation by bulk-cloning Ralphs to always have another one on hand should the current one in any job die to his own fallibility.
