You can simply change the password to the wifi if you use wireless connection from the xbox (but don't change it on xbox). If you use a cable, physically remove the cable from xbox to your router

No. Change the wifi password on the wifi router so the xbox can't get online. If your family members need to get online, they will use the new password, but the xbox can't get online anymore

There are no risks. You need original disc. You need to have internet disabled (manually turn off router or wifi, not just have console setting not to use internet). You need to start a new game (because your newer save files can't load in 1.00 rdr2).
