Because acidic foods like orange juice soften your teeth so brushing can cause erosion. It's bacteria that creates caries (Keyes concept) so it's better to reduce the bacterial load before eating. You could mouthrinse after. As long as you're using fluoridated mouth rinse there's no issue using mouthwash after brushing as may actually improve oral health as an adjunct to brushing alone if it's an antibacterial mouth rinse
