Ya, we only take it out when its dry because it doesn't have wheels wells on the front and we don't want mud on the engine

Put a shroud on, that's half your battle. Check your water pump as well for proper flow.

We have replaced every cooling part on the car so we think its the raidiator because it on its last leg and we bought a fan shroud for it

Put the fan shroud in it so the fan can pull air through the whole radiator
