For key-based licenses (not user licenses), can the customer who placed the order be automatically made license manager at the time of order? Can this be done without any coding? Or if coding is required, what's the process needed? Asking as we want to offer the customer the self-help ability to move license to a different computer.

What happens if their system becomes unusable and they can not release license because they have not access to their device?

Depends on the license model. Floating licenses time out and are automatically released. Node-locked licenses can be reset by the software vendor themselves, freeing the license up to be usable on another device.
