It sounds like the raw water pump is not pumping water adding to the exhaust note. Could need a fresh impeller or have some obstruction in the exhaust manifold or a break in the suction hose from the leg through the transom shield. Also the idle speed sounds low and that could be due to a malfunction in the TN choke which should bypass the throttle while the engine is still cold and initially cause the idle speed to be about 1200 while the engine comes to temperature.

I have 2 of these in a Sea Ox walk around I am getting ready to re-build... the boat, not the motors. When I bought it, the motors only had about 100 hours on a full hual.
