I used to use FL Studio back when it was called Fruity Loops. Back then, I was still acclimating to making real music, instead of just basically what people refer to as chiptunes now, although it just used PCM samples and then pitch bended them to get the entire scale, and effects were generated in real time by DSPs. Have you tried something more modern like Ableton Live? It's designed mostly for people like DJs who want to make music on the fly, but I found you can chain tons of DSPs together to make really cool sounds. Like for example, in this video, you are using what I call a laser synth (no idea what its real name is, just sounds like pew pew sounds effects with some vibrato). I don't feel it really fits the aquatic theme of the song, laser synths I feel should be for more upbeat techno songs (vaporwave/rave/hardbass etc) not so much the cool and dulcet tones of the sea. What I would do, is take something like a regular piano sample, add some serious portamento to it, maybe even extend the decay a little so the note hands on for a while to emulate that echoy vibe of being underwater.
