What they should probably do is reveal that Cell Max was being powered by Imperfect Cell's tail that Android 16 once ripped off like a battery and the amplified energy of the "mechanical being" affected the tail's cells to regenerate and evolve since the original Cell was a bio-synthetic being who was practically a Saiyan, Namekian and whatever Frieza's race was.
