With all due respect we refer to it as "being underway" as the vessel is not a sailing ship but is not tied to a dock or at anchor and is in motion. Were it a sailing vessel then the phrase would be "under sail." The generic term for the passengers is to be "sailing" however this is just a gross term used by passengers and is something of a holdover.
