I've always held the opinion that if Onslaught was leading the Decepticons when Megatron died, then they would have won the war. He's one of the best tacticians on all of Cybertron, he's just been held back time and time again by incompetent leadership

Onslaught is underrated when it comes to decepticon leaders. Hes not incompetently selfish like Starscream but not entirely cold logic based like shockwave. Hes the perfect tactician who knows how to order a team of misfits properly(especially bots like Swindle or Brawl) and can get the job done.
