Removing the skybox reflection did not solve the issue for me. However I did stumble upon another solution. Open the diffuse texture map of the problem material (so for example, the individual dirt texture maps) and near the bottom where there is a box with all the overrides for the different build platforms, there should be 4 options. Max size, Resize Algorithm, Format, and Compression. By changing the compression to None my shiny texture went away. I noticed in the terrain shader it says that smoothness is controlled by the diffuse alpha, but my textures don't even have an alpha channel. So another possible solution would be to add an alpha channel to your textures so that the engine knows there is no smoothness.
