These are watercolor brush markers or pens. They have a "press" area on them for when you need more liquid, like I did with the palette tray. I wanted to control the intensity of color using the liquid color with a separate paint brush in this example.

As far as the water brush pens that are filled with water, they can also be used to blend the watercolor areas. It is a little harder to pick up color or water from your coloring if you need to remove any excess or puddles.
