It's not just on collection editions of SF2. Every SF2 CPU has nearly instant stun recovery (Zangief only has 3 recovery frames in SF2HF, which is legit less than 1/5 of a second), the CPU reads your move inputs, can input their own move instantly (Guile can walk forward into a flash kick, and the game won't even try to hide the fact it didn't even charge the move), and the A.I. can input moves faster than humanly possible which leads to throws doing 95%+ damage. And all of this is only present when playing against A.I. The rules for the CPU and human opponents are completely different. I hate to say a game is broken but holy christ. Edit: oh, and the stunned stance is randomized, meaning you could get stunned in 8 hits or 2. So there's that :)
