I used to ask the same question "why are those fertile lands not cultivated" even when I travel with the old train. Unbelievably flat land which is virgin. As said it would have long been cultivated if it was in the west or even in the east or wherever else. This is also what I always think: if you rise up to cultivate the land, somebody comes and will tell you that it is his land that he has inherited from his forefathers bla bla bla ... and you will have no chance but abandon your project or else they will kill you. That is what I think will happen if you try anything with the land.
