Feels like the guy using the partisan is deliberately giving up most of his range, should have main hand practically on the butt of the thing.

That's correct, this was just first time sparring with the new polearm. It's not common a free sparring with metal head polearm, there is a bit more weight than synthetic heads and it needs a bit of training.
