If a contractor is trying to convince you NOT to pull a permit that the owner pays for anyway, then run. They are trying to cut corners. If I am doing it myself. I never pull one. During our initial build, the inspectors missed so much, I don't trust them. I have replaced rotten deck posts and found the deck ledger was only nailed to the house, no lag screws. The railing on our top floor was secured on one end to drywall only. Our sump pump was plugged directly into the wall and ran constantly and burnt out because they bypassed the float switch. The gas line into the house was not sealed. Only the sump pump was replaced for free under warranty. The rest was discovered later. The plumber honored it and said he does not plug them in because he installed it during the foundation pour when there was no electricity. He showed me a pic of the wires zap strapped to the vent pipe. Even though it wasn't his fault, he was a solid guy and swapped the pump and said he could easily warranty the part he just had to eat the labor.
