IMO this one's much more impactful than the Penguin encounter. I didn't feel the same kind of sympathy and sadness for Oswald the same way I did for Harvey. He genuinely wanted to help people but the drug was eating away at his sanity and the pressures of becoming the mayor didn't help either. The fact he wanted Bruce to come to the manor was probably his last cry for help to his closest friend.

Finally the moment where Gaunter takes Olgierd souls is reference to that story too, To fill the pact Gaunter and Olgierd have to stand together on the moon (In one of many versions of Mr.Twardowski it is said that he used his magic powers to fly to the moon to escape Devil) This entire DLC hits diffrently if you know all this magic mambo jumbo stuff.
