Usually the pilot trucks aren't operators, just someone within the department with a license.

Until you are stuck behind one and the operator is just trying to collect a little overtime from the state. Then you won't think it's such a great idea.

I've pulled one before, it's not hard to control. I work for MoDoT, but it doesn't clean the lane of travel very good compared to running two trucks with under body plows.
