It's a program that plays back MIDI and RMF files using the Beatnik miniBAE audio engine.

Some of the translations in the video are wrong, which another commenter pointed out. I added some updated names in the captions.

SP MIDI Player doesn't need to be installed, just run the EXE and close the "BAE Mixer bank" error. Then, select "16KHz" so it doesn't sound absolutely awful, then click "Load sound bank" and select the HSB file you want. Once you've done all of that, the rest of the buttons (apart from the "Panic!" button, which stops all currently playing MIDI notes) are pretty self-explanatory.

Thanks, I'll correct the file names on the File Garden download page and in the description. I won't really be able to correct the names in the video, though. Originally, I just translated the file names with Google Translate so that I could tell them apart better (I can't read Arabic) and so that the programs I use for MIDI playback don't freak out over the different encoding. I did think some of the names sounded a little odd...
