Bro cl_shownet 9 and cl_showfps 1 . Those commands give you more fps bro .

@@BLDabderrahime I saw . You cannot strafe I mean ground strafe properly. That's mean some times you're fps came down from 250. If you hud the display's information by using hud_draw 1 . You get High fps . To return to previous hud_draw 0 command.

use obs or bandicam for record and for cs record demos then record them with high resolution and high bitrate

I recommend oCam recorder if u have a bad CPU or low RAM because it doesnt effect ur gameplay much maybe 10 frames drop or less at least and also try recording demos then capture ur recorded demos with oCam just to not effect ur gameplay smoothness because u said ur PC is quite bad I guess...
