You can get it two different ways. Way #1: Pay $28,000 from the "Vehicle Showroom" selection in the garage OR Way #2: Complete Miguel's Time Trial (Downtown LA) If you want it for free. I'd say go with Way #2

The only reason this bike has higher accel and sharper turning is due to being extremely fragile, and it takes longer to get back on after a crash. Truly a high risk, high reward vehicle.
