What you would do is that within a certain range enemy attacks get slower (for everyone)

To make it possible they need to add a certain range where projectiles are slowed down and yes it has to be from all POVS

impossible to make, as a scripter myself, i dont even think making a solo animation only serversided while for you it plays another player animation is even possible, you cant break physics by sole scripting 😭🙏
