Do you think this would help people with stress based personality disorders. I mean like when someone with a personality disorder just gets severely stressed to the point that they act the way whichever their personality disorder is but in a negative way? Or how about for high functioning autistic people no matter the age? (I hope you know what I mean)

What I have learnt from experts and from limited experience, meditation does not help with stress but rather a calm can be better at meditation. What meditation does in the long run (among others) is help reset and change neural pathways thereby helping change a behavior or habit.
