If you have to go that far to spray foam inside The car is rotted I suggest either welding a new piece or getting rid of the Vehicle The inner piece of that metal from the inside probably still has rust I will continue to eat away at the car Unless like I said a new pieces welded in

By cutting the rust around and welding a new piece, there is no cure for rust, the whole panel will slowly melt with rust.

Band aids stop the bleeding and covers the wound so the real repair takes place without issue. Sometimes, it's what you can afford while attempting to be proactive of a larger issue.
