that is heat lightning! when it gets really really humid and cloudy like that you get much more frequently horizontal discharges than vertical. you can get sky to ground lightning in a heat lightning cloud bank but it tends to stay in the sky. i live in a fishing port town and we get weather like this a lot. you can feel it in the air. almost taste it. i saw a storm like this over the bay and a small bolt of lightning went across, at most, 500 feet in the air. it was so low, but it was a much smaller discharge because of the density of the moisture in the air. it was during a sunset too, so it was particularly choice.
