I ended up having to delete and reinstall the game. Sucks because it takes forever but it did work, though maybe try clearing cache first.

It may sound dramatic, but it's breathed new life into the game for me. It's got me playing daily again, back in pursuit of the 330 P4. The centered driving position alone makes the F1 a must have, thankfully it's also competitive as well!

I encountered the same thing and was wondering if I was the only one who’s found him out here. Gotta be something to it. Plus he follows you for a short duration after dialogue
