Article 200 of the Indian Constitution provides provisions regarding the powers of the Governor when a bill is passed by the state legislature. The Governor shall declare either that he assents to the Bill or that he withholds assent therefrom or that he reserves the Bill for the consideration of the President. If the Governor reserves a Bill for President's consideration, the enactment of the Bill then depends on the assent or refusal of assent by the President. Since the Governor of Himachal Pradesh must have reserved the Himachal Pradesh Rent Control Act for the President's assent, therefore, it has been assented by the President not by the Governor.
