Hmmm - That is a very interesting example. Here is an example of how I would look at this: If you were to look at this from a primary prevention perspective, you would ask "How could I prevent this completely?" How can you prevent diseases from being swept under a rug? ' Secondary prevention - you usually think of this prevention strategy as early detection of a problem. That is why screening tends to be the ultimate example of secondary prevention. A question you could ask here is "If there is some disease that has been hidden/lied about, is there some kind of way to catch that (known) error early to potentially treat it/keep it from progressing into a bigger problem. Last, tertiary prevention would say, "Ok, the patient came in with XYZ. On some level, someone knew about this case that has now fully developed into (fill in the blank with negative health outcome). At this point, what can we do to stop this from causing further damage and potential death?"

I think recall unsafe food products should be tertiary prevention because the food has already been distributed into the market and the risk has already been exposed?

I could see it as primary prevention. Primary prevention: You are trying to get folks to prevent eating that food, to prevent illness. I tend to think of this as points of disease development: Primary: completely preventing a negative health outcome; Secondary: catching it early (screening); Tertiary: Treatment to prevent a health outcome from further progressing.
