Not much on the line for phonk house, but I recommend demuja who uses southern hooks, See is a good song by demuja. Others are Rue Jacobs - without you, conventional parties - upper class, Dj Sacred - Aimin for the space

While not necessarily house phonk, Cxxlion produces some DnB and House music that absolutely bumps. Always Proper has a few mixtapes that have a mix of House and Phonk. Edit a good one from Cxxlion, "Only Love Can Break your heart" and "Life's A Bitch"
