You have to take an international driving permit from your home country but it's only work on visit visa. Once you got your residence visa, you can not drive without UAE driving licence

No, there is no need to go to the embassy for visa stamping. You just have to visit UAE embassy in Pakistan before apply for visa for all documents attestation that is defined.
