it's Ivalician Oracle's Coat from the Orbonne Monastery, can only be equipped by casters. hopefully you'll be lucky enough to get it if you plan to

the floor is a space time continuum black hole that gives you almost every debuff available in the game if you don't make it to the portal in time. but the mechanic is no more since its update
