The difference is that the squirrel's are illegal as pets in most states, so owners will be very rare. As opposed to China, where dogs are prevalent and the eaters (according to natives) are also in the minority.

Bruh you can see market stalls with cooked dogs cut into halves and being sold in the street. I have seen it in Vietnam myself and from my understanding it is the same in much of China and some other countries. It really is not that uncommon.
